Preferred Qualification (Competency-Based)

Education: Bachelor’s degree preferably in Management, Entrepreneurship, Statistics, Economics, Finance, Development Studies Community Development, or any business- related course and social sciences.

Experience: At least one (1) year of relevant experience in Development-related projects involving community organizing, business development and/or training.

Training: At least four (4) hours of relevant training in any or a combination of the following: Project Management and Implementation, Social Entrepreneurship, Business Operations, Business Plan Development, Strategy Development, Community Organizing, and Monitoring and Evaluation

Functions and Responsibilities:

Implementing PDO:

  1. Create a detailed work plan for the implementation of livelihood assistance to Sustainable Livelihood Association (SLPAs) in the identified areas in collaboration with the different stakeholders for Year 1 implementation of regular SLP.
  2. Conduct preparatory activities at the regional and provincial levels: a. Conduct SLP orientation to C/MLGUS and LTWG, presenting the Physical and Financial Target of the LGU.
  3. Conduct preparatory activities for program implementation such as:
    1. Gathering municipal data and information relevant to participant and project identification, such as the government investment through the Local Economic Development Plan and Annual Investment Plan (AIP), development projects of civil society organization as well as available and accessible natural resources for potential use, in coordination with the City/Municipal Action Team (C/MAT);
    2. Coordinating the City/Municipality/Barangay with Stakeholders Administration of the Community Economic Activities (CEA) Assessment Tools to identify the existing viable micro-enterprises in the target areas.
    3. Scanning local market trends and commercial establishments to identify sources of materials, fools and equipment needed to start-up micro-enterprises, as well as direct market for goods and services; and
    4. Coordinating with local and public sector stakeholders as development partners for social preparation and training, provision of complementary interventions, and institutional market linking.
  4. Organize social preparation and capability-building activities for program participants, primarily by:
    1. Conducting orientation and SLP assemblies to spread awareness about the program, its implementation process and interventions, and participants eligibility;
    2. Facilitating the micro-enterprise development and employment facilitation training, as well as the SLP Association formation; and
    3. Coaching program participants on business plan development to identify the most appropriate and profitable livelihood endeavors.
  5. Facilitate livelihood assistance through:
    1. Facilitating project proposal review and approval for funding and project implementation; and
    2. Ensuring the delivery and execution of SLP proposed projects for program participants;
    3. Mobilizing resources for complementary interventions from public and private sectors stakeholders.
  6. Report and monitor program implementation:
    1. Utilizing the reporting of social preparation and other capability-building activities;
    2. Submitting necessary documents and means of verification for review and approval of project proposals, as well as the delivery of SLP modalities;
    3. Utilizing the monitoring and evaluation system to account for program participants served and specific assistance provide; and
    4. Submit monthly technical assistance plans and narratives for accomplishments based on the prescribed template;
    5. Ensure encoding of served participants and project in the Offline Baseline System and submit to PMEO;
  7. Perform other related tasks that may be assigned from time to time by the immediate supervisor.

Monitoring PDO:

  1. Track progress of SLP program participants through regular monitoring and assessment visits and use of available tools during project site visits;
    1. Track, constant check up, provide technical assistance (e.g. review of the enterprise plan, coaching, and mentoring, proper management of salary and savings, work etiquette, etc.) and coordinate to MD project and EF participants, which will commence three (3) months after the start of the program participant was employed.
    2. Track, constant check up, and provide technical assistance (e.g. review of the enterprise plan, review of organizational structure, coaching, and mentoring, etc.) and coordinate with SLPA participants, which will commence six (6) months after the start of the microenterprise.
  2. Document key livelihood models, approaches, and strategies developed by field implementers for replication and localization;
  3. Prepare monitoring and evaluation reports on track-specific project implementation, financial performance and organizational status of SLPAS;
  4. Coordinate with the Implementing PDO to provide feedback on plans for supplementary interventions and endorsement to the Provincial Coordinator;
  5. Prepare an Annual Assessment Report that contains the organizational, financial, and technical status of the livelihood projects, SLPA, and employment of the program participants, which shall be the basis to determine who among the individuals and associations shall be identified for mainstreaming, for rehabilitation, or for closure.

  • Coordinate with external stakeholders for:
    1. Conduct monitoring activities with community groups, leaders, or volunteers.
    2. Mobilize resources for supplementary interventions from public and private sectors;
  • Perform other tasks related to monitoring and evaluation whenever necessary such as, but not limited to:
    1. Conduct case conferences in coordination with the Implementing PDO;
    2. Provide feedback on the usability of the monitoring tools and forms and provide inputs to enhance the overall monitoring and reporting system of the program; and
    3. Coordinate monitoring and evaluation activities with the SLP-RPMO.
  • Ensure accurate and complete submission of monitoring data through encoding in the SLP Information System in accordance with the prescribed databases and reporting formats for timely submission to the provincial level, SLP-RPMO, concerned DSWD Field Office, DSWD management, and other stakeholders; Ensure complete and timely submission of M&E data;
  • Estabish and mantain an onganized and systematic fling and document racking system of all M&E data submitted at the municipal/city level;
  • Assist in the conduct of program assessment or research studies related to the program, both regional or national office, if applicable;
  • Contribute to identifying and disseminating good practices and lessons learned to improve the M&E System of the program relevant to the regional office
  • Perform other related tasks that may be assigned from time to time by the superior.
